Daniel Fisher-Owens, Partner, Berliner, Corcoran & Rowe, LLP
DANIEL FISHER-OWENS is a Partner at Berliner, Corcoran & Rowe LLP in San Francisco, California. He focuses on counseling, compliance, and enforcement matters relating to export controls, economic sanctions, antiboycott, and other trade regulations. Dan has experience designing internal control procedures, commodity jurisdiction, commodity classification, licensing, internal investigations, and representing companies in voluntary disclosures and government investigations.
Dan earned his J.D., cum laude, from Georgetown University. He holds an M.A. in Islamic History from University of Chicago, also studying at Harvard University as an Exchange Scholar. Dan graduated, cum laude, from Dartmouth College. He is an active member of the bars of California and the District of Columbia. He speaks Arabic and Spanish and has a working knowledge of Persian and French.
John Larkin, President, Larkin Trade International
John Larkin founded Larkin Trade International in June 2005 and has since grown the company into one of the leading providers of trade compliance consulting in China and the Asia Pacific region. The company provides specific expertise on export controls, standards, customs and other regulatory trade areas, as well as also providing strategic assistance on market access and entry, conducting due diligence, and trade advocacy.
Prior to founding LTI, John served as the Director for Export Compliance for Veeco Compound Semiconductor, a company that provides compound semiconductor manufacturing equipment for use in the production of light emitting diodes, radio frequency emitters, and solar cells.
From 2002-2004, John served at the U.S. Embassy in Beijing as the Export Control Attaché and as a Commercial Officer. As the Export Control Attaché John was the Bureau of Industry and Security representative in China serving as the U.S. Government expert on dual-use export controls. As a Commercial Officer, John provided counseling and assistance to U.S. companies on a broad range of trade issues and served clients in various industry sectors, including aerospace, machine tools, nuclear, and IT/Telecom.
From 1995-2001, John was a Special Agent, first with the U.S. Customs Service in Los Angeles, then with the Dallas Field Office of the Bureau of Industry and Security. As a Special Agent, John conducted administrative and criminal investigations related to U.S. Government trade laws and regulations, including valuation, intellectual properties rights, antidumping, and export controls, among others.
John is a graduate of the University of Pennsylvania (B.A. 1989, M.S. 1989) and a veteran of the United States Marine Corps. He speaks, reads, and writes Mandarin Chinese.
Susan Ju, Partner, PwC Worldtrade Management Services
Susan is the Partner of PwC’s Worldtrade Management Services (WMS) practice, based in Beijing, China. Susan has over 12 years of customs and trade experience with PwC. Before relocated to Beijing office in 2009, she has spent many years in Southern China to provide advisory to multinational companies particularly in the area of bonded operations including processing trade, bonded warehouse, supply chain, customs handbook balance, etc.
She has both technical knowledge and hands-on experience related to China Customs regulations and customs practices nationwide. She has worked with many major multinationals and nationals on customs subject matters covering guidance to customs valuation and tariff classification, duty exemption scheme analysis, customs implications of re-structuring in terms of cost saving and practical risks, foreign exchange payment and collection in relation to trade, and technical support in post clearance customs audit.
With all-round customs knowledge and experience, Susan was involved in quite a few Value Chain Transformation (VCT) programmes in Asia-Pacific region. She has provided solid support to enterprises to set-up and implement optimized supply chain models.
Prior to joining PwC, Susan worked in the General Administration Customs (GAC) in Beijing for more than 10 years. Susan has maintained strong relationships and connections with both GAC and local Customs offices. Through her long service with government, Susan has gained extensive knowledge and experience in understanding and interpretation of Customs regulations and local practice. Susan obtained her Master and Ph.D degree in Leeds University, UK.
Angela Z. Ling, Ph.D., China Country Manager, Integration Point
Dr. Angela Z. Ling is China Country Manager of Integration Point, a global trade management and compliance solutions provider. She is heading up the Asia expansion and recently opened a Shanghai office for Integration Point. Angela was previously Director of Trade Compliance at Huawei Symantec Technologies Co. Ltd, a China/US joint venture headquartered in Chengdu, China. She was responsible for building an export compliance team in China and establishing company wide compliance programs. Prior to that, Angela worked at Lam Research Corporation and has over 12 years of experience in the Semiconductor industry in the areas of sales, marketing, business development, trade compliance management and sourcing. Angela became involved in trade compliance in 2003 to facilitate Lam getting the first US export licenses for 90nm and 65nm technology nodes. She later joined Lam’s Tax and Trade department to lead the insourcing of the function and to build trade compliance teams both in the US and in China, while implementing export compliance management systems and training programs. Angela helped to build a worldwide customs compliance program at Lam and to support the company’s strategic initiative of outsourcing. She provided guidance to Procurement and Logistics groups not only on meeting the US technology export requirements, but also on structuring effective sourcing models in China (by utilizing the Bonded Logistics Park in Shanghai) and in Korea, which helped to minimize tariff and logistics costs and to reduce impact to customers. Angela also worked with China Customs, MOFCOM and AQSIQ on refurbished equipment import in an attempt to effect positive and business friendly policy changes. Angela holds a Ph.D. in Biochemistry and Molecular Biology from Pennsylvania State University and attended Fudan University as an undergraduate.
