USITO Call for Comments: MPS Released Rules for Electronic Data Forensics by Public Security Departments (Draft for Comments)

On May 22, MPS released the Rules for Electronic Data Forensics by Public Security Departments (Draft for Comment) and is soliciting public input through June 21, 2026. This draft is a procedural framework that regulates how public security departments collect, fix, and use electronic data in both criminal and administrative cases. It is designed to operate alongside the Criminal Procedure Law, the Public Security Administration Punishments Law, as well as the CSL, DSL and PIPL, and to turn previously scattered notices and technical norms on electronic evidence into a unified, enforceable rule set.
