NPC Released the Third Reading Draft of E-commerce Law Open for Comment

On Jun. 28th, the National People's Congress (NPC) released the third reading draft of the E-commerce Law, calling for public comment with a deadline of July 28th, 2018. The definition of “E-commerce Merchant” has expanded to include any person, legal entity, or non-legal organization, including e-commerce platform operators, merchants on the platform, or any e-commerce merchant operating through self-built websites or other internet portals. Significantly, this definition includes WeChat channels.
