Chinese Government Efforts Geared at Promoting Retrospective Standardization
On October 24, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), Ministry of Commerce (MOFCOM), (Cyberspace Administration of China (CAC), National Development and Reform Commission (NDRC), Ministry of Industry and information Technology (MIIT), Ministry of Public Security (MPS), Ministry of Agriculture (MOA), National Health and Family Planning Commission (NHFPC), State Administration of Work Safety (SAWS), and the China Food and Drug Administration (CFDA), released the Guiding Opinions on Retrospective Standardization of Important Products.
This guiding opinions clarify the implementation of a previous policy released by General Office of State Council in 2016, the [2015] Circular 95. According to the document, work on retrospective standardization could help establish a unified, open, competitive, and orderly market system. The policy goal is to build a retrospective standard system for import products by 2020. The phrase “indigenous and controllable” is mentioned twice in this guiding opinion. And the document mentions that standards drafting and making prefers technologies with indigenous Intellectual Property Rights (IPR).
