13 FYP on Ecological Environmental Protection Released
On November 15, the State Council issued the 13FYP for Ecological Environmental Protection (13FYP EEP). The 13FYP EEP set forth four priorities, including strengthening source control, implementing pollution control action plans for air, water and soil protection, enhancing risk control for heavy metals, hazardous waste and chemical pollutants, and improving the mechanism for enterprise emission permits licensing, rights trading, environmental damage compensation, and environmental protection tax.
For the first time, the FYP includes restriction indicators, including some highly correlated to ICT industries, such as COD (Chemical Oxygen Demand), Ammonia Nitrogen Emissions, Sulfur Dioxide and Nitrogen Oxide.
