MIIT Pushes for the Rapid Development of Industrial Technology
On October 31, the Ministry of Industry and Information Technology (MIIT) issued the Development Plan for Industrial Technology Innovation Capacity (2016-2020), aiming to significantly enhance the industrial technology innovation capacity in key sectors by 2020. This is a document to enforce China Manufacturing 2025 as well as the 13th Five Year Plans.
Key tasks of this plan include:
- Improve the industrial innovation system
- Strengthen the leading role of enterprises in technology innovation
- Enhance efforts to develop critical technologies
- Boost the ability for enterprises to apply intellectual property rights
- Improve the comprehensive standardization system
- Enhance the abilities of innovation zones
Upon further investigation of the section on "Developing new-generation information technology industry, and capturing the high ground in the technology innovation drive," the Plan draws attention to 3 particular areas: Electronic information manufacturing (IC included); Communication (cloud included); and Software and information technology services.
The Plan is based on the indigenous innovation initiative, and uses terms like "Self-Owned IPR". In addition, the software sector is required to "continuously improve the maturity, reliability and security of basic software such as operating system, database, middleware and office software."
