Xi Gives Speech on Cyber Power Strategy

On October 9, President Xi Jinping led the CPC Central Committee meeting to discuss the implementation of cyber power strategy. In his speech, Xi laid out the key priorities and direction for China's cyber development, substantiating his strategic remarks on April 19. In particular, Xi identified the wide adoption of domestic technology in key sectors as the strategic measure to achieve security and Internet to seek new competitiveness.
 
According to Xinhua news, Xi outlined five key areas of focus, including:

• Accelerate the development of the substitution plan with domestic indigenous controllable technology to strengthen critical information infrastructure security protection and build a secure and controllable information technology system. Indigenous innovation will focus on core and frontier technologies such as high-performance computers, mobile communication, quantum communication, core chips and operating systems
• Expedite digitization and intelligentization of traditional industries with increased investment and deep integration of Internet and real economy, so as to promote digital economy and expand new space for economic development
• Enhance network management and cyber space security defense capability, maintain cyber space security and data integrity, security and reliability, guard against emerging cyber crimes
• Establish integrative national big data centers through data centralizing and sharing, push forward e-governance and new smart cities establishment, use network information technology to promote social governance
• Stress internet governance, promote China's views on cyber sovereignty and increase international discourse power of cyberspace
