US-China G20 Outcomes

On September 3, Chinese President Xi Jinping met with US President Barack Obama during the G-20 summit in Hangzhou. The two sides had in-depth, candid and constructive talks on China-US relations as well as major regional and global issues in order to reach a consensus on a wide range of topics. The comprehensive outcome list from the Chinese side includes 35 items, covering topics such as innovation, bilateral trade, economic exchanges, cybersecurity, counter-terrorism, clean energy cooperation, law enforcement cooperation, and WTO agreements.  

Key ICT-related items include:
 

  • Innovation: "China and the United States commit to establishing innovation policies that are non-discriminatory in nature. China and the United States affirm the importance of developing and protecting intellectual property, including trade secrets, and commit to limiting the promotion of policies and practices that require a transfer of technology or IPR as a condition of doing business in respective markets."  
  • "Recognizing the importance of an interconnected global digital infrastructure, the value of innovative technologies, and technology users' security concern from both sides. Consistent with WTO agreements, respective parties agreed that generally-applicable information and communication technology (ICT) security-related measures in the commercial sector (1) should treat technology in a non-discriminatory manner, (2) should not unnecessarily limit or prevent commercial sales opportunities for foreign suppliers of ICT products or services, and (3) should be narrowly tailored to prevent nationality-based conditions or restrictions on the purchase, sale or use of ICT products commercially, taking international norms into account."
  • Cybersecurity: "The two sides highly commended the outcomes of the 2nd China-US High-Level Dialogue on Cybercrime and Related Issues in June 2016, and agreed to hold a third China-US High Level Dialogue on Cybercrime and Related Issues in Washington D.C. this December. Both sides recognized the outcomes of the seminar on cyber security protection in August and will hold a forum on the Illegitimate Use of Technology and Communication Assisting Violent Terrorism Activities  in October. The two sides recognized the value of the inaugural meeting for the Senior Experts Group on International Norms in Cyberspace and Related issues, and decided to hold a 2nd round of meetings before the end of 2016."
