SAIC, SAT To Consolidate Three Certificates Into One

On September 10, the State Administration for Industry and Commerce (SAIC) and the State Administration of Taxation (SAT) jointly promulgated a Circular on Work Coordination Regarding Consolidation of Three Certificates into One Certificate.

The Circular stipulates that as of October 1, 2015, registered enterprises that apply for alteration of registration or re-issuance of a business license shall be reissued with a business license containing a unified social credit code. 

Further, business registration authorities shall instantly share basic registration information on provincial level information sharing and exchange platforms. Enterprises that have implemented the registration scheme of "Three-Into-One and One License-One Code" seeking to handle de-registration shall be able to apply to business registration authorities with the Clearance Certificate issued by tax authorities.
