2015 Legislation Plan Issued
On September 2, the State Council released an update for its 2015 Legislation Plan, outlining plans for drafting, revision and completion of national legislation in calendar year 2015. The Plan includes four categories of legislation:
- Prioritized Legislation:
- Energy Law, Electric Power Law (drafted by NDRC and Energy Bureau)
- Standardization Law Amendment (AQSIQ)
- Environmental Protection Taxation Law, Taxation Management Law Amendment (jointly drafted by Ministry of Finance, State Taxation Administration and Ministry of Environmental Protection)
- Law on Sino-Foreign Equity Joint Ventures, Law on Foreign Enterprise Law, Law on Sino-Foreign Cooperative Enterprise (Amendment) (MOFCOM)
- Government Investment Regulations, Regulations on Government Approval & Filing of Investment (NDRC)
- Commercial Encryption Management Regulation Amendment, (drafted by State Cryptography Administration)
- Legislation to be finalized this year:
- Radio Management Regulations, drafted by MIIT and Headquarters of the General Staff
- NPC's review of the Anti-Terrorism Law, Legislation Law (Amendment), National Security Law, Foreign NGO Management Law, Cyber Security Law
- Preparatory Projects:
- Patent Law Amendment (drafted by SIPO)
- Copyright Law Amendment (drafted by the National Administration of Copyright)
- Anti Unfair Competition Law (drafted by SAIC)
- Customs Inspection Regulations (drafted by GAC)
- Cryptography Law by SCA
- Research Projects
