NPC Releases Draft Law on Cyber Security

 

On July 6, the National People's Congress (NPC) published for public comment a Draft Law on Cyber Security, with a comment period ending August 8.

This law will be applicable to the construction, operation, maintenance and use of networks, and the supervision and administration of network security within China. 

The draft contains 7 chapters and 68 articles, outlining specific mechanisms to ensure security of network products and services, network operations and network data and information, with a stated aim of safeguarding China's cyber security, cyberspace sovereignty, national security, and social public interests. 

National network security and informatization administration departments are tasked with leading coordination and supervision of cyber security efforts. Chapter II also includes details of a network security review mechanism, and enshrines in law the Multi-Level Protection System  (Article 17).
