USITO Call for Comments: Measures for Investigation and Enforcement of Export Controls on Dual Use Items
On Oct 30, the Ministry of Commerce (MOFCOM) released the Measures for Investigation and Enforcement of Export Controls on Dual Use Items (Draft for Public Comment). The deadline for public comments is November 29, 2026. The draft comprises 61 articles across seven chapters, covering general provisions, procedural rules, supervision and inspection, case filing and investigation, administrative penalty decisions, execution and case closure, and supplementary provisions. According to the accompanying drafting explanation, the measures would detail investigation and enforcement procedures within the authority provided by existing export control laws and regulations.
