State Council Sets Work Plan For Mandatory Standards Clean-Up
On February 15, the State Council released on its website a Work Plan for Consolidating and Reducing Mandatory Standards.
Based on requirements outlined in the previously released State Council's Reform Plan of Deepening Standardization Work and Action Plan (2015-2016) for Implementation, this Work Plan aims to consolidate and organize by the end of 2016 all mandatory national, industry and local standards, including standards under development.
Based on requirements outlined in the previously released State Council's Reform Plan of Deepening Standardization Work and Action Plan (2015-2016) for Implementation, this Work Plan aims to consolidate and organize by the end of 2016 all mandatory national, industry and local standards, including standards under development.
The work will be led by the State Council Joint Ministerial Meeting, and carried out incrementally following a series of pilot projects. No new mandatory standards proposals or revision projects will be approved during the consolidation period.
The Plan divides the clean-up work into four stages, including:
- Preparation (January - February): establish working teams and the advisory group; upload relevant standards information to unified platform;
- Review (March - May): review standards and assess each for proposed "abolition," "transfer," "consolidation," "revision" or "continuation" according to the Evaluation Methods of Consolidating and Reducing Mandatory Standards issued by SAC;
- Conclusion (June - November): submit assessment proposals for rulings by the State Council and provincial governments, followed by a 60-day public comment period;
- Release (December): release final decisions and make plans for those mandatory standards that require transfer and revisions.
