State Council Issues the 15th Five-Year Plan for Intellectual Property Protection and Utilization

On July 27, the State Council issued the 15th Five-Year Plan for Intellectual Property Protection and Utilization (Guofa [2026] No. 30), setting out key priorities for intellectual property protection, utilization, administration, public services, and international cooperation from 2026 to 2030.The Plan states that, by 2030, China aims to further strengthen its overall intellectual property capabilities and international competitiveness, make intellectual property protection more effective, more fully realize the market value of intellectual property, improve the quality of intellectual property public services, and enhance the efficiency of the integrated intellectual property administration system. By 2035, China aims to have largely built itself into an intellectual property powerhouse with Chinese characteristics and world-class standards.
