SCA Released 2 Announcements Regarding the Implementation of Recent Cryptography Law

On December 31, the State Cryptography Administration (SCA) released two Circulars 38 & 39 regarding "commercial cryptography import & export controls and the management of commercial cryptography products" under the new Cryptography Law, topics discussed during USITO's meeting with SCA last month.
