SAPPRFT Publishes Notice on Emerging Media

On July 18, the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) published the “Notice on Further Accelerating Integration between Broadcasting and TV Media and Emerging Media”. The notice echoes President Xi's February speech on CCTV regarding media serving the party. The party has aims to increase broadcasting and TV media’s reach, influence and credibility in cyberspace in order to further shape and guide public opinions.

The notice calls for broadcasting and TV media to prioritize the integration of systems in programming, production, broadcasting, service, technology, management, operations and human capital. The notice regards the cloud platform as the core component for integrating processes. It also lists security measures to ensure the secure transmission of information. Furthermore, it emphasizes that broadcasting and TV media will play a key role in developing IPTV and Internet TV as well as in establishing large video platforms and new mainstream media.

SAPPRFT will further support the integration by working on laws and regulations, market access, content building, incentives, industry regulations, etc. SAPPRFT will set up special funds at all levels to support integration development. Additionally, IPR protection will be strengthened in order to create a sound environment for content development and trade.
