SAC Seminar Focuses on Optimizing Recommended Standards
On April 7, the Standardization Administration of China (SAC) held a seminar entitled Recommended Standards Optimization and Review Research Pilot Work in Beijing to discuss a plan for cleaning up duplicate, conflicting, outdated or inapplicable recommended standards. SAC Deputy Director-General Yu Xinli led the seminar and discussed the need for a more efficient recommended standards system. In particular, Director-General Yu emphasized the importance that the SAC centralized review focus on clarifying the scope of recommended national, local, and industry standards by the end of 2016.
SAC previously published the Evaluation Methods for Recommended National Standards Proposals (Trial), effective on March 28. This declares that the SAC National Standards Technical Review Center is responsible for organizing relevant experts to evaluate the necessity and feasibility of national recommended standards proposals on a regular basis.
Based on the standardization subject and level of importance, recommended national standards will be categorized into 3 areas: key projects, basic general projects and common projects. According to the category descriptions, the scope goes beyond complementing mandatory national standards to include:
- Standards projects listed in national key industrial policies and planning
- Standards projects that have potential to become international standards
- Standards on basic parts, raw materials, and equipment that are widely used across industries
- Standards that need to be unified nationwide
The methods also outlined the evaluation content, procedures and requirements. USITO is preparing an English translation to share with members.
