NDRC Updates Energy Efficiency Labeling Measures

 

On August 24, the National Development and Reform Commission (NDRC) issued an updated draft version of its "Administrative Measures for Energy Efficiency Labeling", with a short comment period that ended on Sunday, August 30.

Based on the previous version of this policy, which was released in 2005, the product scope includes printers, air conditioners, washing machines, PCs, displays, televisions, refrigerators and other consumer goods.

The updated draft includes a number of new and potentially cumbersome requirements, most prominently:

  • QR code requirements on product
  • Registration required prior to product launch (as opposed to existing system of registering within 30 days of launch)
  • Relevant labeling must be marked on website for online purchases

Despite the exceptionally short window for comment collection, USITO collected member comments and made a submission to the NDRC on August 30.
