NDRC Releases Intelligent Vehicle Innovation and Development Strategy

On Jan 5th, National Development and Reform Commission (NDRC) released the Intelligent Vehicle Innovation & Development Strategy (draft for comment), with a deadline of Jan. 20. The NDRC's strategy calls for an open and inclusive approach to improve intelligent vehicles-related regulations and standards, remove market access obstacles in the regulations and policies. It also stresses "secure and controllable" to strengthen the industry’s security awareness, build an intelligent vehicle security management system, enhance the ability to secure network information systems, work to ensure intelligent vehicles and traditional vehicles coexist safely, protect personal safety and privacy, and safeguard public security and national interests. 

  • By 2020, the strategy projects that 50% of new cars sold will be intelligent vehicles, the coverage LTE-V2X in big cities and on highways will reach 90%, and Beidou high precision positioning services will achieve a full coverage
  • By 2025, the strategy projects that most new cars sold will be intelligent vehicles, the “person-vehicle-road-cloud” model will achieve high degree of collaboration, and new generation wireless communication network for vehicles (5G-V2X) will be able to meet the needs of intelligent vehicle development.
  • By 2030, intelligent vehicles based on Chinese standards will have good reputation across the globe, making China the leader of intelligent vehicles


To put the initiatives in practice, the State Council will form a National Leaders Group for Innovation and Development of ICV, under which a National Intelligent Vehicle Innovation & Development Platform formed of the council, expert committee and platform companies will carry out daily work. Platform companies can be from the automobile manufacturing, information & communication, the Internet, infrastructure and finance & investment sectors. China will also give tax incentives, incentives for talents and talents from overseas, and strengthen IPR protection to foster development.

The strategy encourages enterprises to, by means of international cooperation, joint R&D and equity investment, introduce and integrate foreign advanced technologies and experience. Support enterprises,by means of cross-border M&A, joint venture and cooperation, to expand to overseas markets, enhance R&D capability overseas, and expand international influence. The stategy also encourages foreign companies to take an active part in the development of intelligent vehicles in China. Get involved in the development and coordination of international standards and regional standards, enhance China’s influence in the development of international standards, push Chinese standards to go globally, and work on international mutual recognition and adoption of certification and accreditation results.
