NDA released the Guidelines for Data Property Rights Registration (Trial)

On July 4, NDA released the Guidelines for Data Property Rights Registration (Trial). The Guidelines are intended to serve as a key component of China’s evolving data property rights framework, translating higher‑level policies into more operational rules on what can be registered, who may conduct registration, and how registration should be carried out. They define the scope and components of data property rights (such as holding, use, and operation rights), set qualification and conduct requirements for registration institutions, and standardize procedures for initial, transfer, change, renewal, and cancellation registration, including public notice, objection handling, documentation, and record‑keeping.
