MIIT Released an Update on the Progress of the VATs Opening-Up Pilot

On June 3, MIIT released an update on the progress of the VATs opening-up pilot in Beijing, Shanghai, Hainan, and Shenzhen. According to MIIT, 166 foreign-invested enterprises have received pilot approvals since 2025, allowing them, subject to relevant geographic, operational, and regulatory requirements, to provide services including Internet Data Center (IDC), internet access, and information services. MIIT also noted that there are now over 3,100 foreign-invested telecom enterprises nationwide, with business scopes collectively covering all ten VAT categories.
