MIIT Circulates Draft Measures for Radio Licensing
To further implement the revised Radio Regulations of the People's Republic of China, strengthen the management of radio frequency licensing to enable effective utilization of radio frequency spectrum, the Ministry of Industry and Information Technology (MIIT) released Administrative Measures for Licensing of Radio Frequency for Use (Draft for Comments) with a deadline of Apr. 10, 2017.
With the release of China Manufacturing 2025 and Internet Plus Initiatives, the rapid development of new technologies and business models including next-generation mobile communication, Internet of Things, and Connected Cars, and the increasing application of radio technology to accommodate 5G, developing regulations to manage radio frequency licensing practices and use radio resources becomes pressing. The Radio Regulations, last revised in November 2016, established a licensing system for use of radio frequency. The Draft Measures is to further detail the applicable areas, application and approval procedures, license scope, use of radio frequency, and supervision and liabilities.
