MIIT, CAC, NDRC, and NDA Jointly Release Guiding Opinions on Promoting the High-Quality Development of Internet Foundational Resources
On July 13, the Ministry of Industry and Information Technology (MIIT), Cyberspace Administration of China (CAC), National Development and Reform Commission (NDRC), and National Data Administration (NDA) jointly released the Guiding Opinions on Promoting the High-Quality Development of Internet Foundational Resources. The Opinions identify Internet foundational resources—including IP addresses, domain names, autonomous system numbers, identifiers, and related infrastructure and services—as a strategic area for technological innovation, infrastructure upgrading, and governance modernization. They call for advances in Internet architecture and core technologies, continued evolution toward IPv6-only networks, improvements to routing, naming, and numbering systems, and exploration of emerging concepts such as the “intelligent agent Internet.” The Opinions also highlight standards development, satellite-terrestrial networking, data security, operational monitoring, resilience, and international cooperation.
