On October 20, the National Copyright Administration (NCA) issued a Circular on Standardizing Copyright Protection for Online Storage Services, defining obligations and duties for online-storage providers.

- management of users
The Circular requires online-storage facilitators to cooperate with copyright departments in retaining the relevant information of users and guide them to respect copyright by means of black lists, service suspension, termination and other measures.
