China to Establish National Technology Transfer System

On September 26, the State Council issued a notice outlining plans to create a national technology transfer system. The system will promote the transfer of technology in the market, strengthen the market by accelerating the dissemination of science and technology developments, and promote the effective use of innovations. The plan also emphasizes strengthening ties between local areas and China’s center, sector and industry coordination, military and civilian coordination, international and domestic cooperation, and the integration of resources. 
 
Specific targets include:

• By 2020, build a basic national technology transfer system and technology market. Cultivate specialized technology transfer talent, institutions, and professionals. 
• By 2025, operate an efficient and smooth national technology transfer system with a fully developed technology market. Innovation entities should coordinate with each other seamlessly with a sound technology transfer system mechanism.
