Central Government Launches EPR Pilot Program for E-Products
Last week, four ministries including the Ministry of Industry and Information Technology (MIIT), theMinistry of Finance, the Ministry of Commerce and theMinistry of Science and Technology jointly published the Plan for Pilot Implementation of EE Extended Producer Responsibility (EPR). The duration of the pilot project will be three years, and it will be based on the Circular Economy Promotion Law, the Clean Production Promotion Law, theManagement Measures on Recycling and Disposal of Waste Electrical and Electronic Products and other relevant regulations.
According to the Notice, the product scope of the pilot program includes but is not limited to:
- household appliances
- computers and office electrical equipment
- communication and electronic products
- lighting apparatus
- batteries
In addition, to ensure smooth implementation of the program, the Notice outlines a set of supporting measures, including:
- Establishment of a ministerial policy coordination and response mechanism among the four ministries
- Reduction and exemption of taxes paid by pilot producers for the e-waste disposal fund, with local industry and informatization administrations providing fiscal support for pilot programs
- Review and evaluation of pilot producers through MIIT e-product life cycle information registration and management platform, covering all product phases including production, sales (import/export), recycling and re-utilization
Recommended lists of pilot entities are required to be submitted to the Energy Conversation Division of MIIT by July 30. Manufacturing enterprises and third-party organizations that are registered in China and pioneer in environmental protection and energy saving are eligible to apply to relevant local administrations.
