US and China Hold Cyber Dialogue

On December 2, the United States and China governments held the first "High-Level Joint Dialogue on Cyber Crime and Related Issues." The US Justice Department, the Department of Homeland Security, the Department of State and theNational Security Council attended the dialogue. The Chinese delegation included representatives from the Committee of Political and Legal Affairs of CPC Central Committee, the Ministry of Public Security, the Cyberspace Administration of China and other related departments. 

According to the US Department of Justice press release, agreement was reached to: 
  • Draft guidelines for combating cyber crime
  • Conduct a tabletop exercise in spring 2016
  • Establish a hotline mechanism
  • Cooperate on combating cyber crimes
  • Set date of next High-Level Joint Dialogue 
The Minister of Public Security Guo Shengkun told China's official Xinhua News that "China and the U.S. have shared interests in protecting cyber security, and [we] can absolutely turn the differences into bright spots for bilateral cooperation."
