SIPO Releases IP Talents 13th FYP

On June 2, the State Intellectual Property Office (SIPO) released the Intellectual Property (IP) Talents 13th Five Year Plan which includes the policy background, guiding principles and development goals, major tasks, work priorities, and implementing measures for China’s efforts in IP talent development in the 13th Five Year period. The plan is significant for USITO members in how it may help to improve China’s overall country’s IP administration system, as well as the strong emphasis China is placing on developing comprehensive domestic IP capabilities to support broader strategic policy goals.
 
The plan is issued in accordance with four high-level policy documents: Opinions on Deepening the Reform of the Talent Development System and Mechanism, Deepening Implementation of the National IP Strategy Action Plan (2014-2020), State Council Opinion on Accelerating the Construction of a IP Power Under the New Situation, and the 13th Five Year Plan on IPR Protection and Utilization.
 
IP talents are defined as those undertaking IP work with a certain amount of specialized knowledge and practical capabilities who can contribute to innovation. The overall goal of IP talent work in the 13th Five Year Plan is to “strengthen the construction of an IP talent system; cultivate and train the scale, structure, and level of IP talents needed for IP industry development; have a talent distribution that matches the arrangement of economic development; have internationally competitive talent; and establish a firm talent foundation for the construction of China as a Strong IP Nation”.
