NDRC Released Opinions of Pricing Mechanism on Promoting Green Development

On June 29, the National Development and Reform Commission (NDRC) released Opinions on Pricing Mechanism Innovation and Improvements to Promote Green Development (the "Opinions"). 
 
The Opinions aim to build a green development pricing mechanism by 2020, and to improve and refine said mechanism by 2025. In particular, the Opinionsoutline some key principles of green development, the most significant of which is perhaps the “polluter-pays principle”.
 
By requiring polluters and users to make payments and providing protectors and savers benefits, the government aims to achieve cost internalization in the area of ecological and environmental protection, and to provide market players more endogenous power. In other words, this principle means that ICT manufacturers will need to pay more attention to environment-related issues. For this reason, it will be important to conduct relevant cost simulations and accounting.
