MOFCOM and GAC Issue 2018 Dual Use Items and Technologies Catalogue

On December 29, 2017 the Ministry of Commerce (MOFCOM) and General Administration of Customs (GAC) issued an updated Dual Use Items and Technologies Export/Import License Management Catalogue (#93) that went into effect on January 1, 2018. The updated catalogue will replace the version, Dual Use Items and Technologies Export/Import License Management Catalogue (#87), issued on December 31, 2016 that was effective for the year of 2017.
 
The updated catalogue includes a new section, “Section 10: Special Civilian-Use Items and Technologies,” covering dredgers and barges. Sections related to ICT products, such as “Section 9: Some Dual-Use Items and Technologies,” remain unchanged.
 
In 2005, MOFCOM and GAC issued the Administrative Measures for Import/Export License for Dual-Use Items and Technologies (#29) which included a nearly 100-page management catalogue of dual-use items and technologies requiring import/export licenses. China released its first Export Control law in June 2017 in draft form only. This newly issued catalogue is simply an updated version of the existing catalogue that was in effect in 2017.
