MIIT Minister Reports on National 'Informatization' Programs

 

On June 29, the Ministry of Industry and Information Technology (MIIT) Minister Miao Wei, on behalf of the State Council, delivered the Work Report on Informatization Construction and Integrated Development of Informatization and Industrialization at the 15th meeting of the 12th National People's Congress in Beijing.

Miao summarized the development status, accomplishments and gaps of China's informatization program, and outlined the work emphasis for further integration of informatization and industrialization based on the China Manufacturing 2025 strategy, with key tasks including:

  • Set smart manufacturing as the first priority for deeper informatization and industrialization integration
  • Upgrade industry and business mode by implementing the "Internet Plus" Action Plan
  • Complete national manufacturing innovation system
  • Improve information service system for small and medium enterprises (SMEs)
  • Establish next-generation national information infrastructure
  • Develop advanced, reliable and controllable information industry system

According to the report, a series of corresponding policies and projects will be developed to support the tasks, including:

  • Improve legal system: draft and revise the Radio Management Regulations, SME Promotion Law, Telecommunications Law, Cyber Security Law, E-Commerce Law, Telecom Facilities Protection Rules; standardize the regulation of data collection, transmission, maintenance, storage, disclosure and usage, and control trustworthy identity verification and authorization, emphasizing the importance of cyber space sovereignty, cyber security and industrial and personal information protection
  • Establish an innovative development environment: complete comprehensive standards systems of Internet of Things, cloud computing, big data, cyber security, smart manufacturing, etc.
  • Innovate financial support: complete government procurement policies for innovative products and services, including cloud computing, big data and cyber security systems.
