Legislative Changes in the Government Procurement Market
On April 8, the State Council Legal Affairs Office (SCLAO) and the Ministry of Finance (MOF) released the Measures for the Administration of Tenders and Invitations to Bid in Government Procurement of Goods and Services
A purchaser who meets the following conditions may organize and carry out bid invitation activities by itself in accordance with the law:
- Must have the capacity and conditions for preparing bid-invitation documents and organizing the invitation to bid
- Must have professional staff who can adapt to the scale and specialties of government procurement projects
