State Council Publishes 2016 Legislation Priorities

On April 13, the State Council issued its 2016 State Council Legislative Work Plan, which aims to simplify administration, improve government legislation quality and specify 2016 priorities.
 
According to the plan, Tier 1 and 2 laws and regulations that need to be established, revised or finalized within 2016 include: 
  • Anti-Unfair Competition Law (revised) 
  • Encryption Law 
  • Law on Sino-Foreign Equity Joint Ventures; Law on Sino-Foreign Cooperative Joint Ventures; Law on Wholly Foreign-Owned Enterprises
  • Standards Law (revised)
  • Government Investment Regulations 
  • Internet Information Services Regulations (revised) 
  • Wireless Radio Regulations (revised)
Preparations for legislative work on Tier 3 laws and regulations include: 
  • Patent Law (revised)
  • Regulation on National Awards for Science and Technology (revised)
  • Copyright Law (revised)
Research projects that have generated newly added laws and regulations include: 
  • Telecommunications Law (drafted by MIIT)
  • Critical Information Infrastructure Security Protection Regulations (CAC)
  • Foreign Investment National Security Review Regulations (NDRC, MOFCOM)
