State Council & MIIT Promote IPR Protection

Furthering Third Plenum Intellectual Property Right (IPR) objectives, China has launched two initiatives to to strengthen IPR protection. 
 
On Nov. 20th, Premier Li Keqiang hosted a State Council Executive Meeting to address IPR infringement and legal administrative enforcement. One of the meeting outcomes was State Council approval of the "Opinion Regarding Legal Publication of Information Regarding Administrative Penal Actions for Counterfeit Goods and IPR infringement" (Opinion). 

 

Additionally, on Nov. 22nd, the Ministry of Industry and Information technology (MIIT) released an implementation "Guidance for Industrial Enterprise IPR Administration" [MIIT Dept. Tech. [2013] No. 447] (Guidance) with the intention of promoting the establishment of a corporate IPR system using the recommendations for IPR management and protection in accordance with the State Council's "Industrial Transformative Upgrading Plan (2011-2015)" for compliance.
