MIIT Releases 2016 KPIs

Since the 18th National Congress of the CPC in 2012, the Ministry of Industry and Information Technology (MIIT) has been exploring the Key Performance Indicator (KPI) system to improve internal governance performance. For the first time, MIIT released their annual KPIs with the goal of increasing transparency and public supervision. Still in the pilot phase, only 5 KPIs were released. 2016 MIIT KPIs are listed as follows: 
  • Number of National entrepreneurship and innovation base models for micro to small sized enterprises:
    • Target: 60
    • Completion time: 12 months
    • KPI feature: binding
    • Responsible department: SME Bureau
  • 2016 Smart Manufacturing Pilot Demonstration Special Action Items:
    • Target: 60
    • Completion time: 10 months
    • KPI feature: binding
    • Responsible department: Equipment Industry Department
  • Number of newly-added pilot enterprises that utilize the industrialization and informatiztaion management standards and enterprises that pass relevant evaluation:
    • Target: 600, 300
    • Completion time: 12 months
    • KPI Feature: binding
    • Responsible department: Informatization and Software Service Department 
  • Fixed Broadband household penetration rate:
    • Target: 47%
    • Completion time: 12 months
    • KPI feature: anticipated
    • Responsible department: Information Communications Development Department 
    • Notes: The estimated goal set by the 13th FYP is 70% by 2020
  • Number of 4G subscribers:
    • Target: 600 Million
    • Completion time: 12 months
    • KPI feature: anticipated 
    • Responsible department: Information Communications Management Department 
MIIT has prioritized the KPIs where 'binding' indicates that the item needs to be completed within the year, and 'anticipated' indicates a more flexible timeline.
