GAC to Implement Nationwide Integrated Customs System

During the July 17 State Council briefing, General Administration of Customs (GAC) commissioner Zou Zhiwu announced that the GAC is implementing a nationwide integrated customs system that will allow enterprises to enjoy single-stop clearance at any one customs location. According to Commissioner Zou, a national customs risk prevention and control center and national tax collection administration will be established to ensure that all enterprises receive the same treatment when declaring for clearance, regardless of where they are in China.

A similar integrated customs reform program was previously implemented in the Beijing, Tianjin and Yangtze river delta regions. In 2015, the GAC expanded the new measures to Guangdong province, the Silk Road Economic Belt and the northeast provinces of China.

According to Zou, the national-level reform will feature more efficient declaration procedures, a self-paying tax collection mechanism, and a streamlined means of customs supervision.
